Having retired as recently as April 2017 from his position as Manager of Building at Halifax Regional Municipality, Jim Donovan has over 33 years experience in construction regulation and building codes in Halifax. He has worked extensively in developing model National Canadian Building Codes as a member of several committee’s at the National Research Council (NRC) in Ottawa. Jim has also participated most recently in the development of our new Model Energy Code of Canada aimed at achieving sustainability and energy conservation targets in new buildings. He applies his understanding of the Objective Based Building Code to the successful application of innovative design, product development and build solutions for new and existing buildings. Jims considerable experience in applying alternative provisions of the Code has led to a shift in approaches to regulatory compliance in the Halifax Regional, an urban center intent on being both ecologically sound and respectful of its heritage.
